August 31, 2020 Result of Appeal for Opinions on Draft Interim Report of Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from Thursday, July 16 through Friday, August 14, 2020, on a draft interim report of the Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender (chaired by SOGABE Masahiro, professor at Graduate School of Law, Kyoto University).
With consideration of the result of the appeal for opinions, the Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender completed the interim report. Accordingly, MIC will open the interim report to the public, along with the result of the appeal for opinions.

Background

The Study Group deliberated on the ideal state of demand for disclosure of identification information of the sender based on the Act on the Limitation of Liability for Damages of Specified Telecommunications Service Providers and the Right to Demand Disclosure of Identification Information of the Senders (Act No. 137 of 2001). The Study Group drafted the interim report at its fourth meeting (on Friday, July 10, 2020). Accordingly, MIC made an appeal for opinions from Thursday, July 16 through Friday, August 14, 2020, on the draft interim report, and received 94 opinions.
With consideration of the opinions received and the result of the deliberation at the fifth meeting (on Friday, August 28, 2020), the interim report was finalized. Accordingly, MIC has decided to open this interim report of the Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender.
