September 3, 2020 FY2020 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules
The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for fiscal 2020 and a trend analysis of complaints to investigate the implementation status of consumer protection rules based on the Telecommunications Business Act.
Accordingly, MIC will make an appeal for opinions on the draft from Friday, September 4 through Thursday, September 24, 2020.
1. Overview
The Ministry of Internal Affairs and Communications (MIC) has been holding periodic meetings for monitoring the implementation status of consumer protection rules since September 2016 on the implementation status of consumer protection rules based on MIC’s basic policy for the supervision of the user protection discipline of the telecommunications business. A trend analysis of complaints has been conducted to clarify the number and significant causes of complaints as a part of the initiatives of the periodic meetings. This analysis has been made in addition to an annual survey on the status of business operations.
In conducting the periodic survey and trend analysis of complaints for this year, MIC has decided to make an appeal for opinions on the draft plan.
2. Procedure of appeal for opinions

2.Submission period
No later than Thursday, September 24, 2020 (Opinions submitted by mail will be accepted if postmarked the same day.)
MIC will post this matter on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ) as well.
3. Future plans
MIC will conduct the periodical survey and complaint trend analysis based on the results of the appeal for opinions.
