September 9, 2020 Appeal for Opinions on Review of Action Plan for Spectrum Reallocation

The Ministry of Internal Affairs and Communications (MIC) has recently reviewed the current Action Plan for Spectrum Reallocation and drafted the latest Action Plan for Spectrum Reallocation (revision 2 of fiscal 2020). This revision aims to smoothly and steadily reorganize specific frequencies based on a fiscal 2019 survey on actual radio spectrum usage (for frequency bands above 714 MHz and below 3.4 GHz).
Accordingly, MIC has decided to make an appeal for opinions on the draft from Thursday, September 10 through Friday, October 9, 2020.

1. Background and purpose

MIC started formulating the Action Plan for Spectrum Reallocation in 2004 with necessary revisions on an annual basis. MIC has been announcing the same to show specific efforts for smoothly and steadily following up a particular reallocation of frequencies based on the assessment results of surveys on actual radio spectrum usage.
With consideration of the results of the fiscal 2019 survey on actual radio spectrum usage, an extra survey on actual radio spectrum usage in response to new radio spectrum usage needs, including those for 5G, and the status of discussions at the Information and Communications Council, MIC has decided to review the Action Plan for Spectrum Reallocation.

2. Subject of appeal for opinions and guidelines therefor

The subject and guidelines for appealing opinions will be posted on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ).

3. Period of appeal for opinions

From Thursday, September 10 and no later than Friday, October 9, 2020

4. Future plans

MIC will promptly announce the revised edition of the Action Plan for Spectrum Reallocation and steadily make specific efforts for each frequency segment.
The MIC will continue reviewing the Action Plan on an annual basis with consideration of the evaluation results of the survey on actual radio spectrum usage conducted every fiscal year.
