Technical requirements for upgrading 920 MHz band active low-power wireless system

The Ministry of Internal Affairs and Communications (MIC) drafted a ministerial ordinance and set of notices. These drafts were for partial revisions to the Ministerial Ordinance Regulating Radio Equipment and Ministerial Ordinance Concerning Technical Regulations Conformity Certification of Specified Radio Equipment to upgrade 920 MHz band active low-power wireless system to meet new needs for usage. Accordingly, MIC made an appeal for opinions on the drafts from Thursday, June 18 through Friday, July 17, 2020. However, no opinions were submitted.
With consideration of the results of the appeal for opinions, MIC submitted an inquiry today to the Radio Regulatory Council (Chaired by YOSHIDA Susumu, Professor Emeritus, Kyoto University) about matters related to the drafted ministerial ordinance, etc., and received a report stating its approval as drafted.
Considering the result of opinions received and a report from the Radio Regulatory Council, MIC will promptly make institutional development for the relevant regulations.

1. Result of appeal for opinions

The Ministry of Internal Affairs and Communications (MIC) drafted the ministerial ordinance and notices for the partial revision of the Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950) and Technical Regulations Conformity Certification of Specified Radio Equipment (Ministerial Ordinance of MPT No. 37 of 1981). These drafts are for necessary institutional development to introduce a 920 MHz band active low-power wireless system that does not require a carrier sense function. Accordingly, MIC made an appeal for opinions on the drafts from Thursday, June 18 through Friday, July 17, 2020.
As a result, however, no opinions were submitted.

2. Report from Radio Regulatory Council

Considering the results of the appeal for opinions, MIC submitted today (Wednesday, September 9) an inquiry about the drafted revision of the ministerial ordinance and matters related to the Radio Act (Act No. 131 of 1950), and received a report stating its approval as drafted.

3. Future plans

Considering the report from the Radio Regulatory Council and the results of the appeal for opinions, MIC will promptly proceed with necessary procedures to revise the Ministerial Ordinance Regulating Radio Equipment and the Ministerial Ordinance Concerning Technical Regulations Conformity Certification of Specified Radio Equipment and relevant notices.
