September 14, 2020 Appeal for Opinions on Draft Enforcement Regulations of the Act on Facilitating the Use of Telephones by the Hearing Impaired, etc.
The Ministry of Internal Affairs and Communications (MIC) drafted a set of enforcement regulations of the Act on Facilitating the Use of Telephones by the Hearing Impaired, etc. (Act No. 53 of 2020, hereafter referred to as the “Telephone Relay Act”) and a relevant notice, in response to the enforcement of the Telephone Relay Act. Accordingly, MIC will solicit opinions on the drafts from Tuesday, September 15 through Wednesday, October 14, 2020.
1. Background
The Telephone Relay Act is to come into force from the date specified by a Cabinet Order within the range not exceeding nine months from the date of promulgation (June 12, 2020).
In response to the enforcement of the Act, MIC has drafted the set of enforcement regulations of the Act and the notice that the Minister for Internal Affairs and Communications specify under Article 28 of the enforcement regulations. Accordingly, MIC has decided to solicit opinions on the drafts.
2. Subject of appeal for opinions
- Draft Enforcement Regulations of the Act on Facilitating the Use of Telephones by the Hearing Impaired, etc.
- Draft Notice that the Minister for Internal Affairs and Communications Specify under Article 28 of the Enforcement Regulations of the Act on Facilitating the Use of Telephones by the Hearing Impaired, etc.
3. Deadline
No later than Monday, October 14, 2020.

4. Future plans
MIC will enact the ministerial ordinance based on the result of opinions submitted.
