September 18, 2020 Status of Specified Correspondence Delivery Service Business

The Ministry of Internal Affairs and Communications (MIC) has summarized the status of specified correspondence services in fiscal 2019 according to the business performance reports and business reports of specified correspondence service businesses.

Summary of summary results

The Act on Letter Service by Private Business Operators (Act No. 99 of 2002) came into effect in 2003, allowing private business operators to enter the postal field (for correspondence delivery), which had been monopolized by the government until then. It has passed 17 years since then. Entry into the specified correspondence service business is steadily increasing, and the use of services is steadily expanding.

  • The number of specified correspondence service operators was 548 as of the end of fiscal 2019 (an increase of 16 from the end of the previous fiscal year).
  • Approximately 2,085 pieces of specified correspondence mail in total were accepted in fiscal 2019 (almost flat from the previous year (up 150,000 pieces)).
  • The total sales of specified correspondence services in fiscal 2019 was about 19.3 billion yen (almost flat from the previous year (down 30 million yen)).

Outline of reporting system

Under Article 41 of the Ordinance for Enforcement of the Act on Letter Service by Private Business Operators (MIC Ordinance No. 27 of 2003), each specified correspondence service operator is required to submit an annual business performance report on the number of pieces of specified correspondence mail accepted and sales, along with a business report on the management style, capital, etc.
