January 12, 2021 Results of Appeal for Opinions on Frequency Allocation for Spreading Fifth-Generation Mobile Communications System and Report from the Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, November 21 through Monday, December 21, 2020, on a draft ministerial ordinance for partial revisions to the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) for the spread of the fifth-generation mobile communication system, a draft notice on the guidelines for establishing specific base stations for the spread of the fifth-generation mobile communications system, and a draft notice on partial revisions to matters that stipulate guidelines for opening specific base stations for the spread of the fourth-generation mobile communications system (hereafter referred to as the “Establishment Guidelines, etc.”). As a result, 15 opinions were submitted. Accordingly, MIC has decided to open the opinions to the public, along with MIC’s views on the opinions.
Furthermore, with consideration of the results of the appeal for the opinions, MIC consulted the Radio Regulatory Council (Chaired by YOSHIDA Susumu, Professor Emeritus of Kyoto University) today about approval to the Establishment Guidelines, etc. MIC received a report from the Radio Regulatory Council stating its approval as inquired.

1. Results of appeal for opinions

MIC made an appeal for opinions from Saturday, November 21 through Monday, December 21, 2020, on the Establishment Guidelines, etc., and received 15 opinions.

2. Report from the Radio Regulatory Council

MIC consulted the Radio Regulatory Council today about a draft ministerial ordinance for partial revisions to the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950), a draft notice on the guidelines for establishing specific base stations for the spread of the fifth-generation mobile communications system, and a draft notice on partial revisions to matters that stipulate guidelines for opening specific base stations for the spread of the fourth-generation mobile communications system, and received a report from the Radio Regulatory Council stating its approval as inquired.

3. Future plans

Considering the results of the appeal for opinions and the report from the Radio Regulatory Council, MIC will promptly proceed with necessary institutional development procedures.
