October 29, 2021 Result of Appeal for Opinions on Draft Report of the Working Group on the Future Image of Satellite Broadcasting under Study Group on Various Issues over Broadcasting

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions on a “Draft Report of the Working Group on the Future Image of Satellite Broadcasting under the Study Group on Various Issues over Broadcasting,” prepared by the Working Group on the Future Image of Satellite Broadcasting (headed by chief investigator ITO Susumu, Professor Emeritus, Tokyo University of Science) from Saturday, December 19, 2020 through Friday, January 22, 2021. As a result, 30 opinions were submitted.
With consideration of the result of the appeal for opinions, the report was made up, and MIC will open the same to the public, along with the result of the appeal for opinions.

1. Background

The situation surrounding satellite broadcasting is undergoing major changes, with the launch of the new 4K/8K satellite broadcasting in December 2018, a further expansion of Internet video distribution services, institutional revisions for effective frequency use, and the impact of the COVID-19 pandemic. Accordingly, the Working Group on the Future Image of Satellite Broadcasting under the Study Group on Various Issues over Broadcasting (chaired by TAGAYA Kazuteru, Professor Emeritus at Chiba University) started discussions in April 2020.
The working group’s discussions were summarized in “Draft Report of the Working Group on the Future Image of Satellite Broadcasting under the Study Group on Various Issues over Broadcasting.” Therefore, MIC made the appeal for opinions on the draft report from Saturday, December 19, 2020 through to Friday, January 22, 2021, and 30 opinions were submitted in response.
After that, the 13th meeting of the working group (with deliberations by email) was held from Friday, October 15 through Thursday, October 21, 2021. As a result, the “Report of the Working Group on the Future Image of Satellite Broadcasting under the Study Group on Various Issues over Broadcasting” was compiled. Therefore, MIC will open the same to the public, along with the result of the appeal for opinions.
