November 19, 2021 Appeal for Opinions on Draft Ministerial Ordinance for Partial Revision of Interconnection Tariff Relating to Category I Designated Telecommunications Facilities

Institutional development based on the application of the long-run incremental cost method for calculating interconnection charges from 2022 onward

Today, the Minister for Internal Affairs and Communications consulted the Information and Communications and Posts Administrative Council on a draft ministerial ordinance. This draft was prepared to partially revise the interconnection tariff relating to category I designated telecommunications facilities.
In this connection, the Ministry of Internal Affairs and Communications has decided to make an appeal for opinions on the proposed draft ministerial ordinance from Saturday, November 20 through Monday, December 20, 2021.

1. Outline of the draft ministerial ordinance

Based on the report (September 1, 2021) on the ideal state of an interconnection system with consideration of the stage of migration to IP networks from the Information and Communications Council, institutional development will be made in order to take the following measures for the calculation method of the interconnection charges based on the long-term incremental cost method from fiscal 2022 onward.

    Addition of provisions related to functions and the calculation method of interconnection charges in connection with the migration to IP networks, along with pertinent conditions
  • 2.
    How to apply the long-term incremental cost model during the migration to IP networks, along with pertinent conditions
  • 3.
    Handling of input values used for calculating interconnection charges based on the long-term incremental cost method
  • 4.
    Handling of costs based on the number of lines (non-traffic sensitive (NTS) costs)
  • 5.
    Handling of the volume of communications used for calculating interconnection charges based on the long-term incremental cost method
  • 6.
    Handling of East-West uniform interconnection charges
  • 7.
    Development of other rules

2. Procedure of appeal for opinions

2. Submission period

From Saturday, November 20, and no later than Monday, December 20, 2021
(Opinions by postal mail reaching after the deadline date will be accepted if postmarked on or before the deadline date.)

3. Future plans

Based on the opinions received and the results of the investigation and deliberation by the Information and Telecommunications Administration and Postal Administration Council, MIC will revise the ministerial ordinance.
