November 24, 2021 Release of Fourth Report from Study Group for Proper Dealing with Telecommunications Business Cyber-attacks and Results of Appeal for Opinions

The Ministry of Internal Affairs and Communications (MIC) has been holding the Study Group for Proper Dealing with Telecommunications Business Cyber-attacks (Chaired by SHIZUME Motoki, professor at the Department of Law, Gakushuin University) in order to discuss how telecommunications carriers can properly respond to increasingly sophisticated and complex cyber-attacks.
Recently, the Fourth Report from Study Group for Proper Dealing with Telecommunications Business Cyber-attacks has been finalized, and MIC will release the same. Furthermore, prior to this report, MIC made an appeal for opinions on the Fourth Interim Report from Study Group for Proper Dealing with Telecommunications Business Cyber-attacks. Accordingly, MIC will open the results of the appeal for opinions to the public.

1. Background

With the development of information and communications technology, cyber-attacks have been becoming more sophisticated and complex. MIC has been holding the Study Group for Proper Dealing with Telecommunications Business Cyber-attacks to examine how to properly deal with cyber-attacks in the telecommunications industry so that telecommunications carriers can take appropriate countermeasures against cyber-attacks with consideration of the secrecy of communications.
In October 2021, the Fourth Interim Report from the study group was prepared. Accordingly, MIC made the appeal for opinions on the draft report from October 6 through November 4, 2021, and received seven opinions. Based on the submitted opinions, the Fourth Report from Study Group for Proper Dealing with Telecommunications Business Cyber-attacks has been finalized, and MIC has decided to release the same.
