November 26, 2021 Appeal for Opinions on Draft Directive for Partial Revision of Examination Standards and Relevant Conditions related to the Telecommunications Business Act

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from Saturday, November 27 through Monday, December 27, 2021. This appeal is on a draft directive and relevant conditions to partially revise the Examination Standards related to the Telecommunications Business Act to make institutional development regarding the right to set rates for calls to mobile phones over the landline.

1. Background and outline of institutional development

MIC has drafted the directive to partially revise the Examination Standards related to the Telecommunications Business Act (Official Directive of MIC No. 75 of 2001). MIC also drafted a ruling policy on the right to set user charges to make institutional development regarding the right to set rates for calls to mobile phones over the landline. These drafts are based on the report (September 1, 2021) of the Information and Communication Council on the ideal state of an interconnection system with consideration of the stage of migration to IP networks. Accordingly, MIC has decided to make the appeal for opinions.

2. Procedure of appeal for opinions

1. Subjects:

  • Draft Official Directive for Partial Revision of Examination Standards related to the Telecommunications Business Act (Official Directive of MIC No. 75 of 2001)
  • Draft Ruling Policy on the Right to Set User Fees

2. Submission period:

From Saturday, November 27, and no later than Monday, December 27, 2021
(Opinions by postal mail reaching after the deadline date will be accepted if postmarked on or before the deadline date.)

3. Future plans

With consideration of the result of the appeal for opinions, MIC will make institutional development accordingly.
