December 3, 2021 Holding FY2021 Central Emergency Communication Conference’s Seminar

Appeal for seminar participants

The Central Emergency Communication Conference (chaired by NINOMIYA Seiji, Director-General of the Telecommunications Bureau of the Ministry of Internal Affairs and Communications (MIC)) will hold a seminar to deepen people’s understanding and knowledge of the smooth implementation of emergency communications.

1. Purpose

The Central and Regional Emergency Communication Conferences comprise approximately 2,000 parties involved in emergency communications, including relevant ministries and agencies, local governments, designated public institutions, and radio station licensees. Their main activity is to develop a communications system to ensure that information is transmitted quickly and accurately in an emergency.
This seminar has been held since 1996. It is a part of the efforts of the Emergency Communication Conferences, and this year marks the 22nd time it has been held. In this seminar, East Japan Railway Company (JR East) and Local Authorities Satellite Communications Organization (LASCOM), both of which maintain and operate important infrastructure, will introduce their disaster prevention measures, including specific examples.
This seminar will be held online, and anyone interested can attend.

3. Outline of lectures

Lecture 1

  • BCP Measures Assuming Earthquakes, Floods, etc.
  • Lecturer: Mr. MOTOHIRO Ryuzo, Manager, Transport Safety Department, Railway Business Headquarters, East Japan Railway Company (JR East)
  • Lecture content

This lecture will include the introduction of JR East’s efforts to prepare for natural disasters (mainly earthquakes and floods) and its response in times of disaster.

Lecture 2

LASCOM’s BCP Initiatives and Disaster Countermeasures

  • Lecturer: Mr. ISHIGURO Tomoaki, Counselor of General Affairs Division and Manager of Information Planning Department, Local Authorities Satellite Communications Organization (LASCOM)
  • Lecture content: This lecture will include the introduction of LASCOM’s crisis management system, organizational structure, and communication system among staff members, as well as actual disaster response based on a case example of the Kanto Earthquake in October this year.
