December 3, 2021 Appeal for Opinions on Draft Ministerial Ordinance for Partial Revisions to Regulations for Enforcement of the Telecommunications Business Act and Pertinent Conditions

The Ministry of Internal Affairs and Communications (MIC) drafted a ministerial ordinance that will partially revise the Regulations for Enforcement of the Telecommunications Business Act, along with pertinent conditions. Accordingly, MIC has today sent an inquiry to the Information and Communications and Posts Administrative Council on the partial revisions to the Regulations for Enforcement of the Telecommunications Business Act.
In this connection, MIC has decided to make an appeal for opinions on the draft from Saturday, December 4, 2021 through Friday, January 7, 2022.

1. Background and outline of revisions

This draft is for partial revisions to the Regulations for Enforcement of the Telecommunications Business Act (MPT Ordinance No. 25 of 1985) and applicable conditions, based on the ideal state of public telephones in response to changes in the socio-economic environment (an inquiry of July 7, 2021, to the Information and Communication Council). These revisions will add disaster-use public telephones to universal services, relax the installation standards for category I public phones, and elaborate the contents of reports that ascertain the installation and usage of public telephones.

From Saturday, December 4, 2021, and no later than Friday, January 7, 2022 (Opinions must also arrive no later than the deadline date if submitted by postal mail.)

3. Future plans

Considering the results of the appeal for opinions and the report from the Information and Communications and Posts Administrative Council, MIC will promptly revise the ministerial ordinance and pertinent conditions.
