December 17, 2021 Announcement of Basic Policy on Market Verification in the Telecommunications Business Field and Annual Plan for Market Validation in Telecommunications Business Field (FY2021), along with Results of Appeal for Opinions on Drafts

The Ministry of Internal Affairs and Communications (MIC) drafted a basic policy on market verification in the telecommunications business field and an annual plan for market validation in the telecommunications business field for fiscal 2021. Then, MIC made an appeal for opinions on these drafts from Saturday, October 30 through Monday, November 29, 2021.
Accordingly, MIC now announces the results of the appeal for opinions and the finalized basic policy and annual plan.

1. Results of appeal for opinions

Based on advice from MIC’s Meeting for Telecommunications Market Validation, MIC drafted the basic policy on market verification in the telecommunications business field (hereafter referred to as “the draft basic policy”). The draft basic policy describes the basic concept of the market validation and the overall image of the validation process to appropriately conduct market verification, which integrates the analysis and verification of market trends in the telecommunications business field and the confirmation of the appropriateness of the business operations of telecommunications carriers.
In addition, MIC drafted the annual plan (hereafter referred to as “the draft annual plan”), which describes the implementation policy for analyzing and verifying the market for fiscal 2021.
MIC made the appeal for opinions on these drafts from Saturday, October 30 through Monday, November 29, 2021, and received a total of 16 opinions (14 opinions on the draft basic policy and 10 opinions on the draft annual plan).
