December 17, 2021 Appeal for Opinions on Frequency Allocation in 2.3 GHz Band to Promote 5th-Generation Mobile Communications System

The Ministry of Internal Affairs and Communications (MIC) drafted a set of guidelines and pertinent conditions on the allocation of frequencies to popularize the fifth-generation mobile communications system (hereafter referred to as “5G”).
Accordingly, MIC will make an appeal for opinions on the draft from Saturday, December 18, 2021 through Friday, January 21, 2022.

1. Background and purpose

MIC approved a bulletin plan of specific base stations to introduce 5G in April 2019. In August 2020, MIC established a system to introduce 5G in a frequency band used in the fourth-generation mobile communications system (4G) and has been promoting efforts towards introducing 5G, including institutional development. In April 2021, MIC approved a plan to establish specific base stations to spread 5G and has been working towards the early deployment of 5G.
Furthermore, from Tuesday, September 14 through Friday, October 1, 2021, MIC conducted a survey on the needs for 5G frequency use targeting those planning to promote 5G. The results showed many needs for 5G frequencies utilizing dynamic frequency sharing in the 2.3 GHz band.
Based on the above background, MIC prepared the guidelines etc. for the allocation of frequencies for the spread of 5G using dynamic frequency sharing in the 2.3 GHz band and has decided to appeal for opinions on them.

4. Period of appeal for opinions

From Saturday, December 18, 2021 and no later than Friday, January 21, 2022 (Submission of opinions by postal mail must also arrive no later than the deadline date.)

5. Future plans

Considering the results of submitted opinions, MIC will consult the Radio Regulatory Council and promptly proceed with necessary institutional development procedures based on a report from the Radio Regulatory Council.
