March 5, 2021 Result of Appeal for Opinions on a Draft Report of the Study Meeting on the Time Stamp Certification System and Drafted Rules on the Certification of Time Authentication Business
The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, December 19, 2020, through Friday, January 22, 2021, on a draft report of the Study Meeting on the Time Stamp Certification System and a set of draft rules on the certification of time authentication business. As a result, eight opinions (on the draft report) and nine opinions (on the rules) were submitted. Accordingly, MIC has decided to announce the opinions and MIC’s views on the opinions.
1. Background
MIC made an appeal for opinions from Saturday, December 19, 2020, through Friday, January 22, 2021, on a draft report of the Study Meeting on the Time Stamp Certification System and a set of draft rules on the certification of time authentication business that establish standards for Japan’s Time Stamp certification system.
Recently, the report of the Study Meeting on the Timestamp Certification System has been finalized, and MIC will announce the same, along with the result of the appeal for opinions.

3. Future plans
MIC will promptly establish the rules on the certification of time authentication business that establish standards for Japan’s Time Stamp certification system.
