March 12, 2021 Appeal for Opinions on Draft Notice Specifying Range of Available Frequencies for Specified Experimental Stations related to National Strategic Special Zones

The Ministry of Internal Affairs and Communications (MIC) drafted a notice to assign frequencies available to specified experimental stations under Article 7, item (v) of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950). This notice determines range of frequencies and pertinent conditions for specific experimental stations to promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone.
Accordingly, MIC has decided to appeal for opinions on the draft from Saturday, March 13 through Tuesday, April 13, 2021.

1. Background

MIC has a system of specified experimental stations to make it possible to process licenses quickly by notifying specified frequencies in advance at which experimental stations can operate. This system will promote rapid technological development by manufacturers and research institutes of universities. The range of frequencies that can be used for specified experimental stations is announced according to the provision of Article 7, item (v) of the Regulations for Enforcement of the Radio Act.
Accordingly, MIC drafted a notice to determine specified frequencies that can be used for specified experimental stations, assuming that relevant local governments take measures to avoid interference from other radio systems. This notice will promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone.
