March 15, 2021 Appeal for Opinions on Ideal System toward Mid-2020s for Reporting and Verifying Telecommunications Accidents

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from Tuesday, March 16 through Friday, April 9, 2021, on study themes and ideas regarding the ideal system toward the mid-2020s for reporting and verifying telecommunications accidents. These themes and ideas will serve as references in the future discussions of the Institutional Taskforce on Accident Reporting, Verification, Etc. (hereafter the “TF,” headed by UCHIDA Masato, Chief, Professor in the Faculty of Science and Engineering, Waseda University) in the IP Network Facilities Subcommittee of the Department on Information and Communications Technology under the Information and Communications Council.

1. Background

The TF has started investigating and examining the ideal environment for reporting and verifying telecommunications accidents toward the mid-2020s regarding the environment surrounding safety and reliability measures in communications services and communications networks because of the progress of the following matters: (1) Increasing global risks inevitably caused by natural disasters and cyberattacks. (2) Diversification of telecommunications carriers and services by foreign companies. (3) Universalization of communications services, e.g., broadband services and Internet-related services, indispensable for remote and non-contact services that are becoming more and more popular in the “with/ after corona” era. (4) Industrial and social infrastructure of information and telecommunications networks due to its deepened interdependence with other important infrastructure resulting from full-scale 5G deployment. (5) Changes in the sophistication of the construction and management of information and communications networks and emergence of multi-stakeholders due to virtualization, software, etc.
As a reference for discussions at the TF, MIC has decided to make this appeal for opinions on study themes and ideas regarding the ideal system for reporting and verifying telecommunications accidents.

Based on the submitted opinions, the TF will continue its study. The content of the opinions will be summarized and announced after the appeal period ends. At that time, the name of each submitter (if the submitter is an organization, the name of the organization, and the name of the representative of the organization, which does not apply to any individual submitter). Otherwise, the attributes (occupation or industry) of each submitter (individual submitter) may also be announced. If there is any inconvenience in disclosing these, contact the Secretariat.
