March 23, 2021 Appeal for Opinions on Draft Basic Policy on Utilization Measures for V-Low Band (95 MHz to 108 MHz) Compiled by Study Subcommittee on Utilization Measures for Broadcast Frequencies

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from Wednesday, March 24 through Thursday, April 22, 2021, on a draft basic policy on utilization measures for the V-Low band (95 MHz to 108 MHz). This draft has been compiled by the Study Subcommittee on Utilization Measures for Broadcast Frequencies (chaired by ITO Susumu, part-time professor, Department of Electrical and Electronic Information Engineering, Faculty of Science and Technology, Tokyo University of Science).

1. Background

From the viewpoint of the effective use of frequencies allocated for broadcasting, MIC has been holding meetings of the Study Subcommittee on Utilization Measures under the Study Group on Various Issues over Broadcasting (chaired by TAGAYA Kazuteru, Professor Emeritus at Chiba University) to examine various utilization measures. In response to the termination of the service of terrestrial basic broadcasting for mobile equipment using the V-Low band (95 MHz to 108 MHz) for the public at the end of March 2020, the subcommittee has been considering measures to utilize the band.
Recently, the subcommittee has drafted the basic policy on utilization measures for the V-Low band (95 MHz to 108 MHz). Accordingly, MIC has decided to make an appeal for opinions on the draft report.

MIC will use submitted opinions for future discussions. Furthermore, MIC will open the opinions to the public after the application period.
