April 14, 2021 Approval to Applications for Establishment Plan on Specified Base Stations for Spreading Fifth-generation Mobile Communications System

The Ministry of Internal Affairs and Communications (MIC) submitted today an inquiry to the Radio Regulatory Council on approval to an establishment plan on specified base stations for spreading the fifth-generation mobile communications system. MIC received a report from the Radio Regulatory Council stating its approval as inquired. Considering the report, MIC will assign a frequency range and grant approval of the establishment plan of an applicant, with conditions attached.

1.Report from Radio Regulatory Council

Under MIC Notice No. 40 of 2021 (the Guidelines for the Establishment of Specific Base Stations for the Spread of the Fifth-generation Mobile Communications System ), MIC accepted applications for the approval of establishment plans on base stations from Friday, February 12, through Monday, March 15, 2021, on condition that the specified base stations use a frequency range above 1,860 MHz and not exceeding 1,880 MHz in areas* other than Tokyo, Nagoya, Osaka and their surrounding prefectures, to which four applicants responded.
MIC screened and evaluated these applications on the basis of the provisions of Article 27-13, Paragraphs 4 and 5 of the Radio Act (Act No. 131 of 1950). Today, MIC consulted with the Radio Regulatory Council on one applicant to be approved and received a report from the Radio Regulatory Council stating its approval as inquired.

    Areas nationwide excluding the areas listed in Paragraph 2, Item 2 (2) of MIC Notice No. 883 of 2005 (the Guidelines for the Establishment of Specified Base Stations that Use 1.7 GHz Band or 2 GHz Band Frequency).

2.Future plans

Considering the report from the Radio Regulatory Council, MIC will assign a frequency range and approve the establishment plan of the following applicant, with conditions attached:

  • Rakuten Mobile, Inc.: A frequency range above 1,860 MHz and not exceeding 1,880 MHz
