April 15, 2021 Approval for Change of Domestic Postal Contract and Postal Service Management Regulations (Review of Delivery Days of the Week and Number of Days Required for Delivery)

The Ministry of Internal Affairs and Communications (MIC) sent an inquiry to the Information and Communications and Posts Administrative Council (chaired by TAGAYA Kazuteru, Professor Emeritus at Chiba University) on April 8, 2021, about approval to an application from Japan Post Co., Ltd. This application is on a change of the domestic postal contract under Article 68, Paragraph 1 of the Postal Act (Act No. 165 of 1947) and a change of the postal service management regulations under the provisions of Article 70, Paragraph 1 of the Act. In this connection, MIC received a report today from the Council stating its approval as inquired.
In response to the report, MIC has approved the application today.

Overview

1. Background of application for approval

The Act Partially Amending the Postal Act and Act on Letter Service by Private Business Operators (Act No. 70 of 2020) was established at the extraordinary Diet session of the autumn of 2020 (November 27). Then it was promulgated on December 4, 2020. Based on the Act, the Ordinance for Partial Revisions to Regulations for Enforcement of Postal Act (MIC Ordinance No. 29 of 2021) was enacted and promulgated (March 31, 2021). Considering the above, to review the services related to delivery days of the week, the number of days required for delivery, and pertinent conditions, Japan Post will make necessary changes to the relevant provisions of the domestic postal contract and postal service management regulations.
