April 23, 2021 Results of Appeal for Opinions on Draft Ministerial Ordinance for Partially Revising Regulations for Chief Telecommunications Engineer and Rules for Installation Technician

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from February 27 through March 29, 2021, on a draft ministerial ordinance to partially revise the Regulations for Chief Telecommunications Engineer and the Rules for Installation Technician. As a result, four opinions were submitted.
Accordingly, MIC has decided to open the submitted opinions to the public and MIC’s views on the opinions.

1. Outline of revision

The method of chief telecommunications engineers’ examination is stipulated in Article 7 of the Regulations for Chief Telecommunications Engineer (Ministerial Ordinance of MPT No. 27 of 1985), and the method of installation technicians’ examination is stipulated in Article 5 of the Rules for Installation Technician (Ministerial Ordinance of MPT No. 28 of 1985). To date, chief telecommunications engineers and installation technicians’ examinations have been conducted in writing.
Due to the influence of the novel coronavirus disease, the first chief telecommunications engineers and installation technicians’ examinations of fiscal 2021 were completely canceled. The draft ministerial ordinance will specify that examinees may choose either computer-based testing (CBT) or paper examinations. This arrangement will prevent the total cancellation of the examinations as much as possible and provide a stable opportunity for applicants in the future.

2. Result of appeal for opinions

MIC made the appeal for opinions from February 27 through March 29, 2021, on the draft ministerial ordinance to partially revise the Regulations for Chief Telecommunications Engineer and the Rules for Installation Technician. As a result, four opinions were submitted.

3. Promulgation

The Ministerial Ordinance for the Partial Revision of the Regulations for Chief Telecommunications Engineer and the Rules for Installation Technician has been promulgated today.
