April 27, 2021 Holding Study Group on Governance of Cybersecurity and Data in Telecommunications Business

The Ministry of Internal Affairs and Communications (MIC) will hold a study group on governance of cybersecurity and data in telecommunications business. This study group will consider the ideal future state of ensuring governance related to cybersecurity measures and data handling in telecommunications carriers toward maintaining safe, secure, and reliable communication services and networks in the age of digital transformation.

1. Purpose

The realization of a digital society requires a safe, secure, and reliable communication services and networks as a network that connects cyberspace and physical space. Furthermore, the communication services and networks must be continuously, stably, reliably, and smoothly provided as the central infrastructure of the society.
However, recently, leakages of users’ personal information and the secrecy of communications occurred in telecommunications carriers that control communication services and networks. At the same time, risks related to access to these data through overseas contractors have become apparent. Furthermore, the risk of cyberattacks is becoming more serious. There were cases where communication services were stopped, and data related to telecommunications facilities may have leaked outside due to a cyberattack on a telecommunications carrier.
In response to the above, the study group will consider the ideal future state of ensuring governance for cybersecurity and data in telecommunications carriers toward maintaining safe, secure, and reliable communication services and networks in the age of digital transformation.

3. Points to note
