April 28, 2021 Result of Appeal for Opinions on Draft Notice on Range of Available Frequencies for Specified Experimental Stations related to National Strategic Special Zones

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions on a draft notice from Saturday, March 13 through Tuesday, April 13, 2021. This draft notice assigns frequencies available to specified experimental stations under Article 7, Item (v) of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) to promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone. As a result, one opinion was received. Accordingly, MIC has decided to open the opinion to the public, together with MIC’s view on the opinion.

1. Background

MIC has a system of specific experimental test stations to make it possible to process licenses quickly by notifying specified frequencies in advance at which experimental stations can operate. This system promotes rapid technological development by manufacturers and research institutes of universities. The range of frequencies that can be used for specific experimental stations is announced according to the provisions of Article 7, Item (v) of the Regulations for Enforcement of the Radio Act.
Accordingly, MIC drafted the notice to determine specified frequencies that can be used for specific experimental stations, assuming that relevant local governments take measures to avoid interference with other radio systems. This notice will promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone.
