April 30, 2021 Verbal Warnings and Other Disposal regarding Unapproved Side Jobs of Certified Mail Authentication Officers

The Ministry of Internal Affairs and Communications (MIC) has taken disciplinary action against some certified mail authentication officers who had side jobs without approval from the Minister for Internal Affairs and Communications. This disciplinary action was based on the Postal Act (Act No. 165 of 1947).

Overview

Regarding the unapproved side jobs of certified mail authentication officers, MIC has guided Japan Post Co., Ltd. since April 2020. Based on the guidance, Japan Post Co., Ltd. has been making efforts to implement side job procedures for certified mail authentication officers infallibly.
Recently, Japan Post Co., Ltd. reported that unapproved side jobs were found in their efforts. Accordingly, MIC gave verbal warnings etc. to the certified mail authentication officers (12 officers in total) who had side jobs without approval from the Minister for Internal Affairs and Communications.
Furthermore, MIC has provided administrative guidance to Japan Post Co., Ltd. to ensure the implementation of side job procedures and establish a system to ensure the thorough implementation of the procedures.
