May 18, 2021 Announcement of Results of FY2020 Follow-up Survey on Guidelines for Regulation on Transaction of produced Broadcast Content Developed

The Ministry of Internal Affairs and Communications (MIC) conducted a follow-up survey from February 5 through March 5, 2021, on the Guidelines for Regulation on Transaction of produced Broadcast Content Developed. In this connection, MIC recently completed a report on the survey. Accordingly, MIC opens the same to the public.

1. Survey background

MIC formulated the Guidelines for Regulation on Transaction of produced Broadcast Content Developed (hereafter referred to as the “Guidelines”) in 2009 to improve the production environment and motivation for production in the broadcasting content field. Since then, MIC has promoted the proper production and trade of broadcast content between broadcasters and program production companies.
Furthermore, as a part of MIC’s initiative, MIC has been regularly conducting surveys on the production and trade of broadcasting content as a follow-up to the Guidelines.
MIC conducted the latest follow-up survey from February 5 through March 5, 2021, to understand the status of the production and trade of the recent broadcasting content and has completed the report.

2. Response status and survey results

Number of target companies: 1,823
Breakdown: 511 broadcasters and 1,312 program production companies

Number of companies responded: 837 companies (response rate: 45.9%)
Breakdown: 456 broadcasters (response rate: 89.2%) and 381 program production companies (response rate: 29.0%)

3. Future plans

To further promote the proper production and trade of broadcast content, MIC regularly holds meetings with the Study Group on Verification and Review on Promotion of Production and Trade of Broadcast Content (chaired by FUNADA Masayuki, Professor Emeritus, Rikkyo University). Meanwhile, the Guidelines for Secure Working Conditions for Freelancers was announced on March 26, 2021 (jointly by the Cabinet Secretariat, the Japan Fair Trade Commission, Small and Medium Enterprise Agency, and the Ministry of Health, Labour and Welfare). In response, the Study Group will advance its study by considering the status of freelancers in the future. MIC will utilize the results of this survey to revise the Guidelines as needed and promote the proper production and trade of broadcast content.
Furthermore, MIC will cooperate with the private sector and further disseminate and entrench the revised Guidelines for broadcasters and program production companies.
