May 28, 2021 Authorization for Change of Interconnection Tariff concerning Category I Designated Telecommunications Facilities of NTT East and West (including Revision of Interconnection Charges of FY 2021)

Report from Information and Communications and Posts Administrative Council

The Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications and Posts Administrative Council today in response to the MIC’s inquiry (inquiry No. 3137 of March 26, 2021). This report is on authorization for the change of the interconnection tariff (including revisions to interconnection charges of fiscal 2021) related to category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereafter referred to as “NTT East and West”).
In this connection, as soon as MIC receives applications from NTT East and West for the revision based on the report, MIC will approve the applications.

1. Outline of change (Policies in brackets are those shown in the report)

1. Revision of fiscal 2021 interconnection charges for the next-generation network (NGN) [Approval appropriate after amendment]

In principle, the future cost accounting method is applied to the NGN. The partial change to the interconnection tariff shall also apply to the revision of the fiscal 2021 interconnection charges and pertinent conditions (hereafter referred to as the “the interconnection charge revision etc.”) for the NGN.

2. Revision of fiscal 2021 interconnection charges for subscriber optical fiber lines [Approval appropriate]

In principle, the future cost accounting method is applied to the calculation of interconnection charges for subscriber optical fiber lines. The partial change to the interconnection tariff shall also apply to the interconnection charge revision etc. of subscriber optical fiber lines.

3. Revision of fiscal 2021 interconnection charges based on historical cost accounting [Approval appropriate]

The historical cost accounting method is applied to metal (dry copper) subscriber lines and leased lines. The partial change to the interconnection tariff shall also apply to metal (dry copper) subscriber lines and leased lines.

3. Future plans

With consideration of the report, MIC will request NTT East and West to take necessary measures. Furthermore, NTT East and West need to apply for amendments based on this report, and MIC will approve the applications promptly after their applications for the amendments are made.
