June 2, 2021 Administrative Guidance to SoftBank Corp. on Improvements in Delayed Opening of Its 5G Specified Base Stations in FY2020 under the Establishment Plans on Specified Base Stations in the 700 MHz and 3.4 GHz Bands

The Ministry of Internal Affairs and Communications (MIC) has given administrative guidance in writing to SoftBank Corp. (headed by MIYAKAWA Junichi, President & CEO) today on the delayed opening of specified base stations for 5G in fiscal 2020 against the establishment plans of SoftBank Corp. on specified base stations in the 700 MHz and 3.4 GHz bands.

1. Background

On October 23, 2020, MIC approved the revision of the establishment plans of SoftBank Corp. to open specified base stations for the spread of the 3.9th generation mobile communications system (3.9G) and the 4th generation mobile communications system. This approval has enabled SoftBank Corp. to use designated frequencies in the 700 MHz and 3.4 GHz bands and open specified base stations for the 5th generation mobile communications system (hereafter referred to as “5G specified base stations”) according to the revised established plans.
MIC received a report from SoftBank Corp. about the opening status of 5G specified base stations as of the end of fiscal 2020 and pointed out the delays concerning the planned opening figures as of the end of the fiscal year.

2. Guidance content

MIC has given administrative guidance in writing today to SoftBank Corp. from the perspective of ensuring the implementation of the establishment plans.

3. Future plans

MIC will continue striving for necessary guidance and supervision to ensure the implementation of the establishment plans.
