June 24, 2021 Report from Information and Communications and Posts Administrative Council on Draft Ordinance Etc. for Partial Revisions to Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators

The Act on Partial Amendments to the Postal Act and the Act on Correspondence Delivery by Private Business Operators (Act No. 70 of 2020. Hereafter referred to as the “Amendment Act”) came into force on May 1, 2021. In this connection, the Ministry of Internal Affairs and Communications (MIC) sent an inquiry to the Information and Communications and Posts Administrative Council (chaired by KAWAHAMA Noboru, President,School of Government, Kyoto University) today. This inquiry was about partial revisions to the Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators (MIC Ordinance No. 27 of 2003, hereafter referred to as the “Ordinance for Enforcement”), which specifies the detailed rules of the Amendment Act. Then, MIC has received a report from the Council stating its approval as inquired.
Considering the report,etc., MIC will revise the Ordinance for Enforcement and the Examination Standards related to Letter Service by Private Business Operators (MIC Directive No. 9 of 2003, hereafter referred to as the “Examination Standards”).

1.Report from Information and Communications and Posts Administrative Council

Following the enforcement of the Amendment Act on May 1, 2021, MIC sent an inquiry today to the Information and Communications and Posts Administrative Council about the partial revisions to the Ordinance for Enforcement. In this connection, MIC has today received a report from the Council stating its approval as inquired.

2.Future plans

With consideration of the report,etc., MIC will revise the Ordinance for Enforcement and the Examination Standards.
