July 29, 2021 Appeal for Opinions on Draft Official Directive for Partial Revisions to Examination Standards related to the Radio Act

Institutional development for systems of municipal digital disaster prevention administrative radio (broadcasting and mobile systems)

The Ministry of Internal Affairs and Communications (MIC) has drafted an official directive to partially revise the Examination Standards related to the Radio Act (as per Official Directive of MIC No. 67 of January 6, 2001) as institutional development for systems of municipal digital disaster prevention administrative radio (broadcasting and mobile systems).
Accordingly, MIC will make an appeal for opinions on the proposed draft from Friday, July 30, 2021 through Thursday, September 2, 2021.

1. Overview

1. System of municipal digital disaster prevention administrative radio (broadcasting system)

There are cities, towns, villages, etc. that maintain a system of municipal digital disaster prevention administrative radio (broadcasting system) that uses coherent 16 quadrature amplitude modulation (16QAM). The drafted revisions will allow frequency allocation for these municipalities when replacing the existing equipment and migrating a different system (broadcasting system) using quadrature phase-shift keying (QPSK) or other methods to realize a simple and inexpensive radio communication system. Furthermore, the revisions will relax the requirements for licensing a reserved municipal digital disaster prevention administrative radio (broadcasting system) if master stations in use become inoperable due to a disaster, incidents, etc., to operate the system quickly.

2. System of municipal digital disaster prevention administrative radio (mobile system)

There are cities, towns, villages, etc. that maintain a system of municipal digital disaster prevention administrative radio (mobile system) that uses π/4 shift differential-quadrature phase shift keying (π/4-QPSK). The drafted revisions will allow frequency allocation for these municipalities to replace the existing equipment and migrate a different system (mobile system) using quadrature frequency shift keying (4FSK) to realize a simple and inexpensive radio communication system.
