Approval to change of interconnection agreements related to priority transfer function

Today, the Ministry of Internal Affairs and Communications approved the change of interconnection agreements on category I designated telecommunications facilities in response to the applications of Nippon Telegraph and Telephone East Corporation (NTT East) and Nippon Telegraph and Telephone West Corporation (NTT West).

1. Background

The current interconnection agreements stipulate interconnection charges for two functions for the next-generation network (NGN) as category I designated telecommunications facilities. One of the functions is a statutory function (general exchange offices’ function to identify router priority packets (the priority class)). The other one is an exchange transmission function of available relay routers (in the priority class). Specifically, the agreements stipulate that the balance between a predicted value of communication volume (demand) and the grasped actual value of interconnection charges of interconnection business operators shall be calculated and settled with the interconnection business operators.
The change will be made because the payment amount for the priority class communication function was calculated for fiscal 2020 based on the agreements.
