August 25, 2021 Result of Appeal for Opinions on Draft Summary of Study Group for Certification Scheme of Information Trust Functions and Release of Finalized Summary with Guidelines on Accreditation Scheme of Information Trust Functions Ver. 2.1

The Ministry of Internal Affairs and Communications (MIC) and the Ministry of Economy, Trade and Industry (METI) had a Study Group for Certification Scheme of Information Trust Functions (chaired by Joji Shishido, professor at the University of Tokyo Graduate Schools) draft a report on a summary of the Study Group for Certification Scheme of Information Trust Functions. The summary included a draft of Guidelines on Accreditation Scheme of Information Trust Functions version 2.1.” Then, MIC made an appeal for opinions on the drafts from Tuesday, June 22 through Tuesday, July 6, 2021, and received five opinions as a result. Accordingly, MIC will open the received opinions, MIC and METI’s views, a finalized summary reflecting the opinions, and Guidelines on Accreditation Scheme of Information Trust Functions version 2.1.

1.Overview

MIC and METI had the Study Group for Certification Scheme of Information Trust Functions (hereafter referred to as the “Study Group”) released Guidelines on Accreditation of Information Trust Function ver. 1.0 in June 2018 (hereafter referred to as the “Guidelines”), which summarized a system of private organizations’ voluntary certification of information banks. In October 2019, the Study Group released ver. 2.0 of the Guidelines.
After that, the certification of personal data trust banks progressed, and additional discussions have become necessary on the issues that became apparent in the certification and operation of personal data trust banks. With consideration of the situation, the Study Group resumed its discussion in July 2020. Since then, the Study Group has been deliberating on handling health and medical field information, including the review of the Guidelines. The deliberations also covered the selection of third parties where information would be provided.
Recently, the summary of the Study Group for Certification Scheme of Information Trust Functions has been drafted, along with the draft of Guidelines ver. 2.1. Accordingly, MIC made an appeal on the drafts from Tuesday, June 22 through Tuesday, July 6, 2021, and received five opinions as a result.
Accordingly, MIC has decided to open the received opinions, MIC and METI’s views on the opinions, a finalized summary reflecting the opinions, and Guidelines on Accreditation Scheme of Information Trust Functions version 2.1.
