September 3, 2021 Proposals for Information and Communications Administration from Young Staff Members

On September 1, 2021, the Young Reform Proposal Team issued a written proposal for the information and communications administration. Accordingly, the Ministry of Internal Affairs and Communications (MIC) has decided to release the same.

1. Background and purpose

The Young Reform Proposal Team, mainly comprised of MIC’s young staff members, was organized to face the challenges of the information and communications administration and discuss the ideal information and communications administration in the future. Forty-five volunteer staff members, ranging from section chiefs to staff members, participated in the event through an open recruitment process. The Team held intensive discussions and has compiled a written proposal on the reforms necessary to realize the ideal information and communications administration for the future.

2. Written proposal

The members of the Young Reform Proposal Team for the information and communications administration were divided into six groups: 1. Information and Distribution Cross-cutting Group, 2. Technology and International Group, 3. Telecommunications and Radio Wave Group, 4. Broadcasting Group, 5. Postal Services Group, and 6. Organizational Culture and Work Process Group. The Team had a series of discussions to make recommendations on reforming the information and communications administration in each field. The written proposal, entitled “Proposals from the Young for Information and Communications Administration―Roadmap to MIC 2.0,” was recently made.
On September 1, 2021, the Young Reform Proposal Team for the information and communications administration submitted a proposal to Mr. TAKEDA Ryota, Minister for Internal Affairs and Communications, and explained the details of the proposal.
