September 10, 2021 Rectification Order Issued to SoftBank Corp. for Violation of Act on Identity Confirmation, etc. Performed by Mobile Voice Communications Carriers for their Subscribers, etc. and for Prevention of Wrongful Use of Mobile Voice Communications Services

The Ministry of Internal Affairs and Communications (MIC) issued a rectification order based on the provisions of Paragraph 1, Article 15 of the Act on Identity Confirmation, etc. Performed by Mobile Voice Communications Carriers for their Subscribers, etc. and for Prevention of Wrongful Use of Mobile Voice Communications Services (Act No. 31 of 2005, hereafter referred to as the “Act”) to SoftBank Corp. (Tokyo’s Minato Ward) for its deeds in violation of the Act.

Overview of the case and details of the measures

The Act requires that the identities of the contractor be confirmed when a new mobile phone contract is made.
SoftBank Corp. was found to have concluded a total of 39 line agreements related to mobile voice communications services from March 2019 through September 2019 without confirming the identities of the contractors in the manner prescribed by the Act. Its deed violated the provisions of Article 3, Paragraph 1 of the Act.
For this reason, MIC ordered SoftBank Corp. on September 10, 2021, to rectify the violation under Article 15, Paragraph 1 of the Act.
MIC will continue to strictly enforce the law to prevent unauthorized use of mobile phones for crimes such as wire fraud.
