September 13, 2021 Appeal for Opinions on Review of Action Plan for Spectrum Reallocation

The Ministry of Internal Affairs and Communications (MIC) reviewed the current Action Plan for Spectrum Reallocation and drafted the Action Plan for Spectrum Reallocation (fiscal 2021 revision). This revision is for the smooth and steady implementation of concrete frequency reorganization based on relevant reviews, including the evaluation results of the fiscal 2020 survey on actual radio spectrum usage and the recommendations in a report from the Roundtable in the Age of Digital Transformation.
Accordingly, MIC has decided to make an appeal for opinions from Tuesday, September 14 through Wednesday, October 13, 2021, on the draft.

1. Overview

MIC started formulating the Action Plan for Spectrum Reallocation in 2004 with necessary revisions on an annual basis. MIC has been announcing the same to show specific efforts for smoothly and steadily following up a particular reallocation of frequencies based on the assessment results of surveys on actual radio spectrum usage.
MIC recently reviewed the results of the evaluation (July 2021) of the fiscal 2020 survey on actual radio spectrum usage (for frequency bands not in excess of 714 MHz), the recommendations in the report (August 2021) from the Roundtable in the Age of Digital Transformation, and the status of studies by the Information and Communications Council and drafted the Action Plan for Spectrum Reallocation (fiscal 2021 revision).

4. Future plans

Considering the result of the appeal for opinions, MIC will promptly announce the revised Action Plan for Spectrum Reallocation and implement concrete measures for each frequency segment.
The MIC will continue reviewing the Action Plan for Spectrum Reallocation annually, considering the evaluation results of annual surveys on actual radio spectrum usage.
