September 15, 2021 Release of Interim Report from Study Group on Platform Services and Result of Appeal for Opinions

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, July 17 through Friday, August 20, 2021, on a draft interim report from MIC’s Study Group on Platform Services (chaired by SHISHIDO Joji, professor, Graduate Schools for Law and Politics, The University of Tokyo). This draft report described measures against illegal and harmful information on the Internet and ensuring the appropriate handling of user information, under discussion at the Study Group.
With consideration of the result of the appeal for opinions, a document entitled “Interim Report from Study Group on Platform Services” has been finalized, and MIC has decided to release the same.

1. Background

The Study Group discussed the measures against illegal and harmful information on the Internet and the handling of user information, drafted an interim report at its 29th meeting (held on Wednesday, July 14, 2021), and made an appeal for opinions on this matter from Saturday, July 17 through Friday, August 20, 2021. As a result, MIC received 28 opinions, as shown in Attachment 1.
Based on these opinions and the results of the discussion at the 30th meeting of the Study Group (held on Tuesday, September 14, 2021), the document entitled “Interim Report from Study Group on Platform Services” has now been finalized. Accordingly, MIC has decided to release the same.
