September 28, 2021 Results of Appeal for Opinions on Draft Official Directive for Partial Revision of Examination Standards related to the Radio Act

Institutional development for systems of municipal digital disaster prevention administrative radio (broadcasting and mobile systems)

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Friday, July 30, 2021 through Thursday, September 2, 2021. This appeal was on a draft official directive to partially revise the Examination Standards related to the Radio Act (as per Official Directive of MIC No. 67 of 2001) for systems of municipal digital disaster prevention administrative radio (broadcasting and mobile systems). As a result, MIC received four opinions and has decided to open the submitted opinions to the public, along with MIC’s views on the opinions. Furthermore, the said official directive has been promulgated today, and MIC will also open it to the public.

1. Outline of revisions

1. Municipal digital disaster prevention administrative radio (broadcasting system)

There are cities, towns, villages, etc. that maintain a system of municipal digital disaster prevention administrative radio (a broadcasting system) using coherent 16 quadrature amplitude modulation (16QAM). The drafted revisions will allow frequency allocation for these municipalities when replacing the existing equipment and migrating to a different system of municipal digital disaster prevention administrative radio (a broadcasting system) using quadrature phase-shift keying (QPSK) or any other method to realize a simple and inexpensive radio communication system. Furthermore, the revisions will relax the requirements for licensing a reserved system of municipal digital disaster prevention administrative radio (a broadcasting system) if master stations in use become inoperable due to a disaster, incidents, etc., to operate the system quickly.

2. System of municipal digital disaster prevention administrative radio (mobile system)

There are cities, towns, villages, etc. that maintain a system of municipal digital disaster prevention administrative radio (a mobile system) using π/4 shift differential-quadrature phase shift keying (π/4-QPSK). The drafted revisions will allow frequency allocation for these municipalities to replace the existing equipment and migrate to a different system of municipal digital disaster prevention administrative radio (a mobile system) using quadrature frequency shift keying (4FSK) to realize a simple and inexpensive radio communication system.
