September 30, 2021 Result of Appeal for Opinions on FY2021 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules and Announcement of FY2021 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules

The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for fiscal year 2021 and a trend analysis of complaints to investigate the implementation status of consumer protection rules based on the Telecommunications Business Act and made an appeal for opinions on the draft from August 21 through September 21, 2021.
Based on the result of this appeal for opinions, MIC has finalized and released a document entitled “FY2021 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules.”

1. Background

MIC has been holding periodic meetings for monitoring the implementation status of consumer protection rules since September 2016 on the implementation status of consumer protection rules based on MIC’s basic policy for supervising the user protection discipline of telecommunications businesses (specified by MIC’s Telecommunications Bureau in May 2016). As a part of the initiatives of the periodic meetings, an annual survey is conducted on the status of business operators’ operations. In addition, a trend analysis of complaints is conducted to clarify the number and significant causes of complaints.
In conducting the periodic survey and trend analysis of complaints for this fiscal year, MIC made an appeal for opinions on the draft plan from August 21 through September 21, 2021. As a result, eight opinions were submitted. Based on the result of this appeal for opinions, MIC has finalized and released the document entitled “FY2021 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules.”.

3. Future plans

In the future, MIC will conduct periodic surveys and analyze complaints based on this plan.
