January 6, 2022 Results of Appeal for Opinions on Draft Directive for Partial Revision of Examination Standards related to the Telecommunications Business Act and the Ruling Policy on the Right to Set User Charges

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, November 27 through Monday, December 27, 2021. This appeal was on a draft directive to partially revise the Examination Standards related to the Telecommunications Business Act and on a Ruling Policy on the Right to Set User Charges, to make institutional development regarding the right to set user charges for calls to mobile phones over the landline.
As a result, three opinions were submitted. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.
In addition, based on the results of the appeal for opinions, MIC has established an instruction to partially revise the Official Directive for Partial Revision of Examination Standards related to the Telecommunications Business Act and formulated a Ruling Policy on the Right to Set User Charges.

1. Results of appeal for opinions

MIC drafted the directive to partially revise the Examination Standards related to the Telecommunications Business Act. MIC also drafted a Ruling Policy on the Right to Set User Charges to make institutional development regarding the right to set rates for calls to mobile phones over the landline. These drafts are based on the report (September 1, 2021) of the Information and Communication Council on the ideal state of an interconnection system with consideration of the stage of migration to IP networks. Accordingly, MIC made the appeal for opinions from Saturday, November 27 through Monday, December 27, 2021.
As a result, three opinions were submitted. Accordingly, MIC has decided to open the submitted opinions.

2. Enactment of Directive and formulation of ruling policy

Based on the results of the appeal for opinions, MIC has established the instruction to partially revise the Official Directive for Partial Revision of Examination Standards related to the Telecommunications Business Act and formulated the Ruling Policy on the Right to Set User Charges.
