January 14, 2022 Appeal for Opinions on Draft Ministerial Ordinances for Partial Revision of Regulations for Enforcement of the Radio Act

Institutional development for the introduction of beam wireless power transmission systems

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions on the draft ministerial ordinance and relevant conditions for the partial revision of the Regulations for Enforcement of the Radio Act from Saturday, January 15 through Monday, February 14, 2022 to enable the introduction of beam wireless power transmission systems.

1. Overview

The beam wireless power transmission systems transmit power over a distance of five to ten meters by transmitting and receiving radio waves. The systems enable a low-power supply without connecting charging cables or replacing batteries. As a result, the systems are expected to power sensor devices used in factories.
Among the technical conditions, MIC received a partial report from the Information and Communications Council regarding the indoor use of the systems that meet certain requirements. In response to the report, MIC prepared the draft ministerial ordinance and relevant conditions to partially amend the Regulations for Enforcement of the Radio Act to improve the system necessary to introduce the systems. Therefore, MIC has decided to make this appeal for opinions on these drafts.

    Draft notice to establish conditions for premises radio stations for wireless power transmission

    Draft notice to establish carrier sense and other conditions for premises radio stations

    Draft notice to partially revise the MPT Notice No. 378 of 1986 (to specify the usage, class of emission, frequency, and antenna power of premises radio stations)
  • 5.
    Draft notice to partially revise the MPT Notice No. 381 of 1986 (to specify the unit of application for premises radio stations)
  • 6.
    Draft notice to partially revise the MIC Notice No. 860 of 2004 (to prescribe a code list to be entered in the field of the purpose code of the radio station and the field of the communications item code in the radio station item form attached to the application form for radio station license, etc.)
  • 7.
    Draft notice to partially revise MIC Notice No. 411 of 2020 (Frequency Assignment Plan)
  • 8.
    Draft directive to partially revise MIC Directive No. 67 of 2001 (Examination Standards related to the Radio Act)

3. Procedure of appeal for opinions

4. Submission period

From Saturday, January 15 and no later than Monday, February 14, 2022 (Opinions submitted by postal mail must also arrive no later than the deadline date.)

5. Future plans

Based on the results of the appeal for opinions and the response of the Radio Regulatory Council to MIC’s inquiry, MIC will promptly implement necessary procedures, including the revision of the relevant ministerial ordinance etc.
