January 14, 2022 Appeal for Opinions on Draft Change of Interconnection Tariff Relating to Category I Designated Telecommunications Facilities of NTT East and NTT West and Repeat Appeal for Opinions

Revision of Interconnection Charges, etc. for FY2022

The Information and Communications and Posts Administrative Council received today an inquiry concerning approval for a change of the interconnection tariff (a revision of interconnection charges for fiscal 2022). This change is related to category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (NTT East and West).
In this connection, the Ministry of Internal Affairs and Communications (MIC) has decided to make an appeal for opinions from Saturday, January 15 through Monday, February 14, 2022.

1. Overview

1. Revision of fiscal 2022 interconnection charges for subscriber optical fibers

A part of the interconnection tariff will be changed to revise the interconnection charges for subscriber optical fibers (optical fiber subscriber lines). The future cost method is applied to calculate the interconnection charges.

2. Revision of fiscal 2022 interconnection charges based on historical cost accounting

A part of the connection tariff will be changed to revise the interconnection charges for metal subscriber lines (dry copper), leased lines, etc. The actual cost method is applied to calculate the interconnection charges.

2. Procedure of appeal for opinions

    Subject

    • Draft revision of the tariff for interconnections with Class I designated telecommunications facilities based on Article 33, Paragraph 2 of the Telecommunications Business Act
    • Result of confirming the relationship between interconnection charges and subscription charges
  • 2.

    Period of submission: From Saturday, January 15 and no later than Monday, February 14, 2022 (Opinions submitted by postal mail must also arrive no later than the deadline date.)

3. Future plans

Regarding this draft, MIC plans to make a re-appeal for opinions after the reception of opinions for this appeal. Then MIC will conduct investigations and deliberations based on the results of the appeal and re-appeal for opinions, and make a report to the Minister for Internal Affairs and Communications.
