January 21, 2022 Appeal for Opinions on Draft Revision of the Guidelines and the Explanation on Personal Information Protection of Broadcast Recipients etc

The Ministry of Internal Affairs and Communications (MIC) has drafted a revision of the Guidelines on Personal Information Protection of Broadcast Recipients etc (MIC Notice No. 159 of 2017) and the Explanation on the Guidelines on Personal Information Protection of Broadcast Recipients etc (hereafter referred to as the “Guidelines and Explanation”). The draft revision results from a review of the items that need to be revised conducted by the Study Group on the Utilization of Viewing Data on the Broadcasting Field and the Ideal State of Privacy Protection (chaired by SHISHIDO Joji, professor, Graduate Schools for Law and Politics, The University of Tokyo). This review is based on the enforcement of the revised part of the Act on the Protection of Personal Information (Act No. 57 of 2003) following the Act Partially Amending the Act on the Protection of Personal Information, etc. (Act No. 44 of 2020) and Article 50 of the Act on the Arrangement of Related Laws for the Formation of a Digital Society (Act No. 37 of 2021).
Therefore, MIC has decided to make this appeal for opinions on the drafted revision from Saturday, January 22 through Monday, February 21, 2022.

Considering the results of the appeal for opinions, MIC will promptly revise the Guidelines and the Explanation.
