January 26, 2021 Announcement of Report on the Ideal State of Foreign Investment Restrictions in Information and Communications Field and Results of implementation of solicitation of public comments

The Ministry of Internal Affairs and Communications (MIC) solicited public comments from Thursday, December 9, 2021 through Friday, January 7, 2022 about “Draft Report on the Ideal State of Foreign Investment Restrictions in the Information and Communications Field.”. This draft report was prepared by MIC’s Study Group on Foreign Investment Restrictions in the Information and Communications Field (chaired by YAMAMOTO Ryuji, Professor at Graduate Schools, the University of Tokyo). As a result, 18 opinions were submitted.
With consideration of the results of the appeal for opinions, the report has been finalized. Therefore, MIC will open the same and the results of the implementation of solicitation of public comments.

1. Overview

Since June 2021, the Study Group on Foreign Investment Restrictions in the Information and Communications Field has been studying the ideal state of foreign investment control in the information and communications field to ensure the effectiveness and review the ideal state of foreign investment control.
The Study Group recently prepared the draft report on the ideal state of foreign investment restrictions in the information and communications field. Accordingly, MIC solicited public comments from Thursday, December 9, 2021 through Friday, January 7, 2022, and received 18 opinions.
With consideration of the results of the appeal for opinions, the report on the ideal state of foreign investment restrictions in the information and communications field has been finalized. Therefore, MIC had decided to open the same and the results of the implementation of solicitation of public comments.
