November 21, 2022 Announcement of Frequency Reorganization Action Plan (Fiscal 2022 Version)

The Ministry of Internal Affairs and Communications (MIC) has formulated the Frequency Reorganization Action Plan (Fiscal 2022 Version) for the smooth and steady implementation of frequency reorganization.
At the timing of the formulation, MIC solicited opinions on the Draft Frequency Reorganization Action Plan (Fiscal 2022 Version) from Friday, September 2, through Monday, October 3, 2022.
As a result, 110 opinions were submitted. Accordingly, MIC discloses the submitted opinions along with MIC's views on the opinions to the public.

1. Background and purpose

MIC started formulating and publishing the Frequency Reorganization Action Plan in fiscal 2004 to smoothly and steadily implement the reorganization of particular frequencies while ensuring the transparency and foreseeability of the process, and has been revising and publishing the Frequency Reorganization Action Plan every fiscal year.
Considering the results of the solicitation of opinions on the Draft Frequency Reorganization Action Plan (Fiscal 2022 Version), MIC will publish the Frequency Reorganization Action Plan (Fiscal 2022 Versionn).

3. Future schedule

MIC will implement concrete measures based on the Frequency Reorganization Action Plan (Fiscal 2022 Version).
The Frequency Reorganization Action Plan will be subject to review considering the results of the survey on actual radio spectrum usage and evaluation of the degree of effective use of radio waves implemented every year.
