November 24, 2022 Announcement of Occurrence State of Broadcasting Cessation Incidents (FY2021)

The Ministry of Internal Affairs and Communications (MIC) demands that broadcasters regularly report the state of their equipment (occurrence state of broadcasting cessation incidents) pursuant to the Broadcast Act (Act No. 132 of 1950) and the Regulations for Enforcement of the Broadcast Act (Radio Regulatory Commission Rules No. 10 of 1950).
Recently, MIC has made a report on the broadcasting cessation incidents that occurred in fiscal 2021 (from April 1, 2021, through March 31, 2022).

Overview

(1) Occurrence state of broadcasting cessation incidents in fiscal 2021

  • Terrestrial and satellite broadcasting: 262 incidents (including 19 serious incidents)
  • Cable broadcasting: 77 incidents (including two serious incidents)

(2) Durations of broadcasting cessation and causes of incidents

  • Terrestrial and satellite broadcasting cessation incidents
    There was a relative majority of 136 incidents with a duration shorter than 15 minutes (about 52% of the total).
    The most frequent cause of cessation incidents was malfunction in the facilities, which resulted in 92 incidents (about 35% of the total), followed by 71 incidents due to natural disasters (about 27% of the total).
  • Cable broadcasting cessation incidents
    There was a relative majority of 23 incidents with a duration of 5 to 10 hours (about 30% of the total).
    The most frequent cause of cessation incidents was malfunction in the facilities, which resulted in 33 incidents (about 43% of the total), followed by 19 incidents due to natural disasters (about 25% of the total).
