November 25, 2022 Requests on the Measures to be Taken Regarding the Provision of Universal Telecommunications Services

The Ministry of Internal Affairs and Communications (MIC) made a request to Nippon Telegraph and Telephone East Corporation (NTT East; Representative Member of the Board and President: SHIBUTANI Naoki) and Nippon Telegraph and Telephone West Corporation (NTT West; President and Executive Director: MORIBAYASHI Masaaki) on the measures to be taken regarding the Provision of Universal Telecommunications Services.

Background

On September 15, 2022, the Telecommunications Carriers Association made applications to the Minister for Internal Affairs and Communications for approval of the amount and a provision method of grants pursuant to the provisions of Article 109, Paragraph 1 of the Telecommunications Business Act (Act No. 86 of 1984, hereinafter referred to the "Act"), and for approval of the amount and collection method of contributions based on Article 110, Paragraph 2 of the Act.
MIC submitted an inquiry on September 26, 2022, to the Information and Communications and Posts Administrative Council, and received a report from the Council today stating its approval as inquired.
Based on the report from the Information and Communications and Posts Administrative Council, MIC made requests to NTT East and NTT West, which are the eligible telecommunications carriers, on the promotion of the improved efficiency of management regarding the Provision of Universal Telecommunications Services, and on ensuring thorough provision of information on universal service system to users.
