Appeal for seminar participants

The Central Emergency Communication Conference (chaired by TAKEMURA Koichi, Director-General of the Telecommunications Bureau of the Ministry of Internal Affairs and Communications (MIC)) will hold a seminar to deepen people's understanding and knowledge of the smooth implementation of emergency communications.

1. Purpose

The Central and Regional Emergency Communication Conferences comprise approximately 2,000 parties involved in emergency communications, including relevant ministries and agencies, local governments, designated public institutions, and radio station licensees. Their main activity is to develop a communications system to ensure that information is transmitted quickly and accurately in an emergency.
Held since 1996, this seminar forms part of the efforts of the Emergency Communication Conferences, with this year marking the 23rd time it has been held. At this seminar, representatives of Accenture Japan Ltd. and Mitsubishi Research Institute, Inc. will introduce their disaster prevention measures, including specific examples.
As this seminar will be held online, anyone interested can attend.

  • Time and date: Monday, December 12, 2022, from 3:00 p.m. to 5:00 p.m.
  • Venue: Online via a web conference system (to be held in a Webex Virtual Meeting Room)

3. Outline

Lecture 1: Smart City Aizuwakamatsu and Initiatives in the Disaster Prevention Realm

  • Lecturer: Mr. EBIHARA Joichi
    Managing Director, Healthcare and Public Service Industry Practice, Strategy Group, Business Consulting Headquarters, Accenture Japan Ltd.
  • Content: This lecture will provide an overview of the Smart City initiative in Aizuwakamatsu City, which has been selected as a Type 3 city under the Vision for a Digital Garden City Nation, and will also introduce initiatives in the realm of disaster prevention that tap into the City OS.

Lecture 2: Issues Relating to Disaster Countermeasures in Japan and Disaster Prevention Reforms That Should Be Accelerated

  • Lecturer: Mr. TSUTSUMI Kazunori
    Director, Societal Safety and Industrial Innovation Division, Mitsubishi Research Institute, Inc.
  • Content: Japan is renowned as a disaster-prone country and has therefore inevitably had to develop measures to address earthquakes and other disasters. This lecture will outline the issues relating to disaster countermeasures in Japan and offer proposals for disaster prevention reforms that should be accelerated, informed by knowledge gained from providing support for the government's development of earthquake damage estimates based on the Great Hanshin-Awaji Earthquake and the Great East Japan Earthquake.
