December 19, 2022 Public Solicitation for FY2022 Project on Promoting Advanced Radio Environment Improvements (Based on Second Supplementary Budget)

The Ministry of Internal Affairs and Communications (MIC) and the Communications and Information Network Association of Japan (CIAJ), as the executive organization of MIC's fiscal 2022 project on promoting advanced radio environment improvements, will make a public solicitation for the subsidy project based on the fiscal 2022 second supplementary budget from Monday, December 19, 2022 through Friday, January 13, 2023.

1. Overview

The FY2022 Project on Promoting Advanced Radio Environment Improvements based on the second supplementary budget will, on an exceptional basis, expand the areas eligible to receive support for the installation of transmission line facilities, etc. that are a prerequisite for high-speed, large-capacity wireless communications to include areas other than geographically disadvantaged areas.
In addition, the project will subsidize part of the cost in cases where local governments in geographically disadvantaged areas seek to upgrade publicly installed optical fiber with a view to its transition to the private sector.
As with the initial budget for fiscal 2022, the public solicitation for the subsidy project is divided into a direct subsidy project sector and an indirect subsidy project sector. The direct subsidy project sector provides direct assistance to prefectures, municipalities, and third-sector corporations, while the indirect subsidy project sector provides indirect assistance to telecommunications carriers through executive organizations.

2. Public solicitation for direct subsidy project plans

From Monday, December 19, 2022 through 12:00 p.m. on Friday, January 13, 2023

    Should a large number of applications be received, the amount of subsidy to be granted may be adjusted within the limits of the budget. In addition, implementation under the initial budget for fiscal 2022 or fiscal 2023 may be requested.

3. Application method

Prepare the document following the Subsidy Grant Guidelines for the Support Project of Wireless System Diffusion Costs and the Implementation Manual for the Advanced Radio Environment Promotion Project, and apply using either of the following methods.

1. Submission of application form to the Regional Bureau of Telecommunications or the Okinawa Office of Telecommunications

Submit electronic data of the application document to the competent Regional Bureau of Telecommunications (the Okinawa Office of Telecommunications in the case of Okinawa) that has jurisdiction over the applicant's location by email or a large-file transfer system designated by MIC.

2. Application via the system for filing requests for subsidies (jGrants)

Please access the jGrants website and submit your application.

4. Future schedule

Following screening of the submitted documents, a preliminary announcement and final decision on granting subsidies will be made before the end of fiscal 2022.

3. Public solicitation for indirect subsidy project plans

The Communications and Information Network Association of Japan (CIAJ) will, as the executive organization for the fiscal 2022 initial budget, continue to serve as the executive organization for indirect subsidy plans under the supplementary budget.
