December 21, 2022 Results of Sixth Meeting of Japan-Viet Nam Joint ICT Working Group

On December 20, 2022, the Ministry of Internal Affairs and Communications (MIC) and the Ministry of Information and Communications of the Socialist Republic of Viet Nam held the sixth meeting of the Japan-Viet Nam ICT Joint Working Group.
At the meeting, Japan and Viet Nam discussed their future cooperation in the fields of digital transformation (DX), 5G, and postal services. They also discussed the renewal of the Memorandum of Cooperation in the Fields of Information and Communications and Memorandum of Cooperation in the Postal Field signed by MIC and the Ministry of Information and Communications in January 2020.

4. Results of meeting

At the meeting, Japan and Viet Nam discussed their future cooperation in the fields of digital transformation (DX), 5G, and postal services. They also discussed the renewal of the Memorandum of Cooperation in the Fields of Information and Communications and Memorandum of Cooperation in the Postal Field signed by MIC and the Ministry of Information and Communications in January 2020.

1. Digital transformation (DX)

Viet Nam introduced its policies and specific initiatives concerning the promotion of DX, while Japan introduced its policies on the overseas deployment of ICT and a DX promotion program that MIC is implementing in Viet Nam during the current fiscal year. The two countries agreed to continue sharing information about policies and specific initiatives relating to DX promotion and to promote cooperation in this area.

2. 5G

Viet Nam introduced its plan for 5G implementation, while Japan introduced its policies on 5G, local 5G, and Open RAN^*. Japan also introduced 5G-related projects being implemented by MIC in Viet Nam during the current and following fiscal years and future plans for these, and the two countries agreed to pursue even more in-depth cooperation in this field going forward.

3. Postal services

Viet Nam introduced its policies and specific initiatives concerning postal services, while Japan introduced an example of cooperation in the postal services field that MIC has been implementing in Viet Nam in recent years, in the form of an initiative aimed at upgrading postal services via the promotion of DX and e-commerce. The two countries agreed to continue sharing information about policies and specific initiatives relating to postal services and to promote cooperation in this area.

4. Renewal of memorandum

Japan and Viet Nam discussed the renewal of the Memorandum of Cooperation in the Fields of Information and Communications and Memorandum of Cooperation in the Postal Field signed in January 2020 by TAKAICHI Sanae, then Minister for Internal Affairs and Communications, and H.E. Mr. Nguyen Manh Hung, Minister of Information and Communications, and agreed to move forward with further negotiations concerning the renewal of the memoranda.
