December 27, 2022 Publication of the Report of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies and Results of Solicitation of Opinions

Since February 2022, the Ministry of Internal Affairs and Communications (MIC) has been holding meetings of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies (headed by AIDA Hitoshi, professor, Graduate School of Engineering, University of Tokyo) to conduct deliberations on the issues involved when reallocating mobile phone frequencies.
From Thursday, November 10 through Friday, December 9, 2022, MIC solicited opinions on the draft Report of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies. As a result, 63 opinions were submitted.
The Report of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies has been finalized on the basis of the submitted opinions and MIC has decided to publish it, along with the results of the solicitation of opinions.

1. Background

The digital transformation of society as a whole required both to establish new daily lives and to maintain and develop economic activity is expected to progress further in due course. Against this background, from November 2020, MIC organized meetings of the Radio Policy Roundtable in the Age of Digital Transformation to comprehensively examine issues related to radio policies in the age of digital transformation, along with the setting of new goals and measures to achieve them for the effective utilization of radio waves. The Roundtable's report on its deliberations was finalized in August 2021. One of the report's recommendations concerned the need to introduce a mechanism for reallocating mobile phone and other frequencies, in order to address such issues as the consolidation of frequencies to promote the effective use of radio waves.
In light of these developments, MIC has been holding meetings of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies since February 2022, to conduct further deliberations on the issues involved when reallocating mobile phone frequencies.
From Thursday, November 10 through Friday, December 9, 2022, MIC solicited opinions on the draft Report of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies. As a result, 63 opinions were submitted. The Report of the Task Force on Facilitating Migration in the Reallocation of Mobile Phone Frequencies has recently been finalized on the basis of the submitted opinions.
